Theoretically January 1 for paper returns (the IRS’s e-file service goes live on January 22 this year)… however, you will need your W-2s if you worked… those are not due to you until the end of January. So, as soon as you get your W-2s, you can file a paper return. If it is at least January 22nd, then you can file electronically as well.
There are some reports that the IRS may not be able to process some returns until as late as March… but I do not find any such thing on the IRS website. However, go ahead and file when you get your W-2s, or 1099s, or however your income is reported…:)

The announced date when the IRS will accept e-files and start processing mailed returns is 1/22. That could be delayed, at least for some people with particular tax situations.

Might be able to start just filling out the tax return around the middle of January MAY BE but not correctly complete and efile it online until MAY BE January 22 2013 for MEF 1040 returns at that time might be possible for that purpose.
