It depends. Do you owe any back taxes from last year? Do you owe any unpaid student loans? Do you owe any back child support? If so, they’ll take your refund to cover it. Did you claim any deductions you may not have been titled to (i.e., Head of Household, EIC, any dependents you don’t really have…)

It means that a human is looking at it. At the very least it will delay processing. The IRS might need additional information from you before they can complete processing. Depending upon the results of the review, your refund may be less than you are expecting.

What Bostonian said; it simply means – for whatever reason – an actual campus agent will be reviewing your return. Many of these are routine and will be resolved with no further action from you. If information is required of you, you will receive a letter with further instructions. And yes, this will result in a delay receiving your refund; from this point onwards, do not be surprised if the WMR does not display accurate information relating to your particular situation, this is normal.
