When they’re ready to be sent out. Jan 31 is just the common deadline, but they can be as late as Feb 16.

any time now. The IRS requires they be mailed or otherwise delivered NLT 31 JAN.
most people nowadays will get one electronically and then a mailed copy if they truly desire such.

Forms W-2 are required by law to be distributed (this includes postmarks) by January 31 of the calendar year following the tax year for which they are issued.

By law, employers must have W2s sent out or given to their employees by the end of January but certain companies allow their employees to access their W2s via online and print them out rather than waiting for it through the mail or in hand. Either way everyone have to wait until January 30th to even receive any notifications from the IRS because that’s when they start accepting e-file returns and paper returns.
