The IRS I believe mails them out on monday, wednesday, or friday. The 22nd was a wednesday. The post office will mail anything they get that day if it comes in before noon, otherwise they mail it out the next day, and that’s assuming it’s been properly marked and paid for.
I would give it 7 business days to arrive, but depending on how close you are to them it will probably take about 3-5 days.

The USPS is not mailing your check, the IRS is. The USPS delivers it.
Most tax refunds are cut in Philadelphia. It may be a day or so after it’s cut before the USPS picks up mail at the Payment Processing Center — it goes out by semi-trailer load. Allow up to a week for transit time, depending upon where you live.
