how long to get your refund after they took out an off-set 2012?

I filed efile refund on Jan 21st, expected my refund at the latest by Valentimes day. Found out on my own, no letter or call, my refund was being off set by a federal balance of $ 2,000. After calls to treasury, the irs, and finally figuring it out as a VA bill. I contacted them found a bilkling error, now they say I owe them $ 195. That was last week as of friday feb 3rd. No one knows where my refund is, how much I am getting back, and worse of all any kind of time frame when I might see my refund. Any help would be great, have emailed and called and complained to every goverment company involved in this triangel. Thanks agin!
