Yes, they have to either mail them out or make them available online.

Either by mail or online for this purpose and usually by the last week of January 2013 would be the time frame for this purpose. Just make sure that they do have your CORRECT mailing address for this purpose and time in your life.
Hope that you find the above enclosed information useful. 11/28/2012

Call them NOW and update your address. Do NOT wait until mid-December to notify them of your new address. The later that you notify them, the greater the chance that it will be too late to mail out to the correct address on the first run.

Also put in a change of address notice with the Post Office that served your old address. That will ensure that any mail sent to your old address will be forwarded to you.

Employers are required to make W-2 available to you by January 31st. That can be by mail, on line, or hand deliver them to you. If you no longer work there, they must mail them to you or make them otherwise available to you without requiring you to pick them up in person.

they are required to get the W-2 to you one way or another
since you no longer work there and undoubtedly the information on your W-4 is no longer valid(you moved) the change of address is imperative
and yes they should mail one to you or provide a means for you to retrieve via their web site on the internet
